Cesar Corza was killed and two people were critically injured in a shooting that took place during a sideshow, in which multiple eyewitnesses said that police moved in only after shots were fired. Witnesses reported that police officers had been on the scene for several minutes, and were allowing the sideshow to continue -- but intervened after shots rang out, participants scattered, and Corza was killed.
