Martinez, 36, allegedly was ramming a stolen car into other vehicles in a traffic jam on Interstate 805 in San Ysidro when San Diego police canine-unit Officer Randy Burgess opened fire on him about 11:15 a.m. Saturday. Martinez died at the scene.
