Carlos Fernandez stopped breathing after a struggle with officers Matthew Sanchez, Brian Sinigiani, James Griffin, Robert St. Pierre, Dan Jones and Sgt. Gary Negri, during which Fernandez was pepper-sprayed, tasered, struck with a baton, put into a choke hold, and bound with nylon restraints.
