Stafford was arrested by an officer after attempting to sell stolen puppies at a pet store. The 55-year-old became unconscious during a "brief physical altercation" while being booked into jail and died at a nearby hospital. Media reports don't state categorically whether he was booked, so this death may be outside of FatalEncounters dataset, which does not include individuals after they've been booked into jail.
