Less-than-lethal force

The Phoenix Fire Department was called to a store because a man was complaining of chest pains, police said. When firefighters arrived, Steen became combative, refused treatment and ran away from the store. Firefighters contacted police, who found Steen in the middle of Osborn Road at Third Avenue. Steen became combative with the officers. Steen had been taken to the ground and placed in handcuffs before he went into medical distress and died.
