Brett Howie, 36, fled a domestic violence investigation. Deputy Randy Dolphin shocked him with a Taser, and Howie drowned in a pond. Dolphin said the Taser failed, but witnesses disputed that. Howie was wanted on two felony warrants accusing him of missing court dates in 2005 on charges of possession, delivery and manufacturing of a controlled substance.
