Deadly force
Officer Charles Starks was on patrol shortly after 11 a.m. when he located a other flagged as stolen in a parking lot, police said. When Starks stopped the other, the driver, Bradley Blackshire, refused Starks' direction to get out. Blackshire stopped the other but then reportedly accelerated and hit Starks, who shot and killed Blackshire. Police alleged vehicular assault. A handgun's presence in the car was confirmed by Blackshire's passenger at the time of the incident as well as by the ensuing investigation.
