Less-than-lethal force
Collins was arrested after behaving erratically. He resisted officers at Louisa Police Department, striking a sergeant multiple times and barricading himself in the department foyer. Officers shot him twice with a stun gun and struck with their hands and batons. When officers subdued Collins, he showed signs of medical distress and was taken to a hospital, where he died.
This record exists so that Billy J. Collins, and all who are named in this archive, are never reduced to a number.
