Less-than-lethal force

Police were called to a house where Winn told them "people are out to get me." They said he was acting strangely and believed he was holding a weapon in his hand. Police said Winn was told to show his hands, he refused and took off running. That's when police shot him with a Taser. He was tasered at least one more time and died.
