Tempe police detectives were searching for Armando Moreno Garcia, a wanted fugitive from California around 9:30 a.m. and followed him into Mesa, police said. Detectives tried to arrest Garcia who was armed with a handgun and fired at police. The officers shot and killed Garcia.
