Officer C. Huerta conducted a traffic stop on a blue Lincoln with a broken headlight. Officer Seif assisted. They arrested the driver, Bell, for driving with an open can of beer, and without license or insurance. Bell started showing signs of illness as he was taken to the sally port of Tri-City Jail. He admitted to Officer Huerta that he had swallowed cocaine, then became unresponsive.
