County police were called on Howard for his erratic behavior, standing in the bed of a pickup, throwing rocks, yelling obscenities, taunting officers, spinning, swaying. Officers tasered him nine times for a total of 37 seconds. He experienced some sort of medical emergency and stopped breathing.
