Police had been tracking Andrey Tkachenko who was wanted on felony charges. Police followed him to a parking lot in Salt Lake City. There they observed Tkachenko allegedly selling drugs out of his car. Police blocked the exit of the parking lot. As two officers approached Tkachenko, he revved up his engine and attempted to escape, driving in the general direction of the officers. The officers shot and killed killed him.
