Less-than-lethal force

Officers couldn't have been more aware of Sallenger's schizophrenia and bipolar disorder: On April 28 they'd responded to a church he'd wandered into, and booked him on an old charge of fishing without a license. In the early morning of the 30th his family called police because he was walking around the house naked. Three responding officers pepper-sprayed him, and beat him with fists and flashlights. Once he was hogtied they noticed he'd stopped breathing. The case became a local scandal.
