Deadly force
Andrew Thomas was driving drunk and crashed his other, killing the passenger. The police officer on the scene shot Thomas while he was trying to leave his overturned other. The officer claimed the shooting was accidental. Thomas died in the hospital five weeks later. Paradise PD Officer Patrick Feaster-- after initial justification of shooting, District Attorney Ramsey charged Feaster with involuntary manslaughter.
