Deadly force
Todd, armed with two handguns and a machete, entered a Walmart and began threatening customers and pointing a gun at them, police said. Stroud Area Regional Police arrived minutes later and ordered Todd to drop his weapons. After he refused, SARP officers shot and killed him.
