Police shot a man they said was carrying a knife and attempting to rob a bicyclist. Witnesses dispute police account and say the bicyclist had actually stolen the man's cellphone prior to the officers' arrival. Officers Eric Riboli and Craig Tiffe were relieved of responsibility for the killing.
