Johnson was tasered outside a movie theater during a birthday celebration. "Unruly and uncontrollable," officers shocked him four times with durations of 31, 5, 4 and 5 seconds. Paramedics were unaccountably delayed, Johnson died at the scene, and a 10-month investigation and an autopsy were inconclusive.
