Deadly force

Police received multiple calls about a man who was acting erratically, shouting homophobic and racial slurs, urinating in public and exposing himself to passersby. One caller said the man was possibly armed. After two uniformed officers found the man in the parking lot of Rite Aid there was a struggle that went to the ground, and Ortiz was shot and killed by Officer David Etchason. In June 2021, the city of Forks paid $333,000 to settle a civil-rights lawsuit filed by the family.
