Officer Charles Rowe began pursuing Billie Jones, 30, of Knightdale and Terry Rouse, 29, after spotting them in a neighborhood where break-ins had occurred, police said. Police did not report whether Jones and Rouse were involved in any illegal activity. While being chased, they crashed into a house, killing both.
