Less-than-lethal force
During a March 25, 2001 INS raid on a house in Bryan, TX, Serafin Olvera was beaten, pepper-sprayed, and denied medical attention, which resulted in his being paralyzed from the neck down. Eleven months after the beating, he suffered heart and respiratory problems related to his paralysis and was left brain dead. He died after being taken off life support. The three officers were convicted in June 2002 of denying Olvera medical care.
This record exists so that Serafin C. Olvera-Carrera, and all who are named in this archive, are never reduced to a number.
