Deadly force
Deputy David Loe shot and killed Charles Kuyper after he allegedly brandished a rifle in the basement of his mother's home. Loe and deputy Richard Hayes were responding to a fight between Kuyper and his brother. According to Loe, he announced his presence and proceeded to the basement where he encountered Kuyper holding an SKS rifle on the landing. Loe told Kuyper to drop the gun, but he allegedly raised it to a firing position and Loe shot him. The DA later cleared Loe in the shooting.
