Forest Acres patrolman Charles Morrison was speeding without his lights or siren on before a collision two years ago that fatally injured a 72-year-old woman, a lawsuit claimed. After the crash, Gertrude McElveen of Columbia was in the hospital for more than three months with "conscious pain and suffering and emotional distress" before she died.
