Officer Derek Voss responded to a report that a car hit a concrete pillar near 25th and Marcy, then drove off at about 10:30 p.m. Voss found the Honda Civic allegedly involved in the hit and run, but it was empty. Voss then saw John V.C. Basham walking up a hill carrying the bumper and other parts of the Honda. Voss reportedly collapsed while Voss administered a field sobriety test. According to an autopsy, Basham, who had cancer, died of an acute cardiac arrhythmia. Basham's daughter questioned whether Voss was sufficiently trained to recognize the difference between medical distress and intoxication.
