An NYPD plainclothes officer fatally shot an unarmed man, Mercado, attempting to steal a van. The officer, with two other police, had observed Mercado break into the van for several minutes. The officer claimed that the victim lunged at him; the other two claimed that they'd approached the other side of the other and didn't witness the shooting.
