Although a grand jury declined to pursue charges against the deputy who shot at Tenison 11 times, they described the incident as "unnecessary and avoidable." Tenison had visited his ex-wife, in violation of a restraining order. The deputy who caught up with him and blocked his other on the road claimed that the victim aggressively put his life in danger by moving his car, a claim that witnesses disputed.
