A Brighton policeman's high rate of speed and the lack of traffic signals and road lights played a part in a Jan. 10 collision that killed a woman riding in a car, the Adams County district attorney has ruled.There will be no charges against officer Christopher Lothrop or Austin Brown, the driver of the car in which Cindy L. Flock, 43, died.
