Less-than-lethal force
According to police, Walter C. Burks, 36, was uncooperative and ``assaultive" when officers were called to a convenience store in the 100 block of W. Grant St., near Loring Park, to quell a quarrel. Because of Burks' behavior, officers decided to take him to the crisis center at Hennepin County Medical Center rather than to jail or a detox center, police said. He died before he could be admitted.
