Latarra Waters and Dennis Jones were killed when the car they were in was pursued by Garfield Heights police. The car went down an embankment and flipped over. Garfield Heights police said Waters sped off after police tried to stop the car after a computer check revealed it had an expired license plate and that the owner did not have driving privileges.
