Apparently, untrained Mequon Police Officer Gregory Klobukowski put a plastic bag, the Survivair Quick2000 Escape Hood Respirator, over Matthew Sheridan's head, thinking it would prevent him from spitting on the officer. Sheridan died. Sheridan's family received a cash payout.
