Phoenix police officer Charles Anderson III fired his Taser stun gun into Graff's bare chest from close range and held the trigger for 84 uninterrupted seconds as it discharged 50,000 volts of electricity into the man. Graff was the boyfriend of Officer Carla Williams who'd been jostled by Graff in an earlier encounter.
