Officers responding to a suspicious person call arrested Vera, a Peruvian citizen, at the scene after pepper-spraying him. Vera stopped breathing, was revived by officers, then died on Aug. 19 after two weeks in a coma. The FBI, Texas Rangers and Allen Police Department conducted simultaneous investigations.
