Starr was arrested after he was spotted, with another man, in a stolen white van used in the robbery of a convenience store. As two deputies tried to take them into custody they rammed the patrol car with the van, then fled on foot. Starr was tasered--police declined to say how many times--experienced "physical distress", fell face first, and evidently died at the scene.
