Less-than-lethal force
Hair had a history of psychiatric problems and conflict with police. While in an emergency room he became combative and unreasonable. An off-duty local officer tasered him twice on the leg after Hair had kicked him in the groin. Hair lost consciousness and was taken off life support several days later.
