Dale Martin had been arrested on charges of cocaine possession and contempt of court, police said. He was arraigned and placed in the holding cell awaiting transport to the Rappahannock Regional Jail. When the trooper returned to the cell, Martin was hanging by a cord he had apparently removed from his hooded sweatshirt.
