Photographer Ortega-Moncada was at the western (Manhattan) end of the Queensboro bridge in the early morning hours shooting pictures. An off-duty and undeniably drunk NYPD officer maneuvered through closed-off sections and traffic cones to approach the victim in his SUV, then physically slammed the other into Ortega-Moncada. He was charged with manslaughter.
