Holland Police Chief Douglas Kaiser refused to stop his other as he entered Sidney followed by officers from the Piqua Police Department and the Shelby County Sheriff's Office, police said.The other was stopped after a deputy placed a tire deflation device in its path.Officers said Kaiser then shot himself in the head.
