Three complainants described a paranoid man who appeared to be intoxicated. The third complainant said that he had subdued Garcia. Officers responded. Garcia, surrounded by people, appeared to be unresponsive. Officers called paramedics. Garcia was pronounced dead at Doctors Regional Hospital.
