Less-than-lethal force

Jobe's mother called police. When police arrived, they found Jobe in a neighbor's house. He had broken a window with his arms to get in and was bleeding profusely, police said. Police said he refused to follow orders, and they shot him with a Taser and put cuffs on his ankles and wrists. He died shortly later.
