Trooper Reuben Mankin pulled Steggall over for a traffic violation. A Cisco PD drug-sniffing dog found methamphetamine in the other. Steggall left the other on foot. Trooper Mankin and a Cisco officer pursued him. Steggall tried to take the officer's gun off of his duty belt. Trooper Mankin fatally shot Steggall.
