Less-than-lethal force

A woman complained that she needed help with her husband, Galvan, who became suddenly paranoid. Officers responded. Galvan resisted arrest. They pepper-sprayed Galvan and shot him twice with stun guns. He became unresponsive. Officers performed CPR on Galvan until medical assistance arrived. Galvan died of excited delirium. He was high on cocaine at the time of his arrest.
