Less-than-lethal force
Mills was in an early-morning fight with a friend when police arrived to separate them. Mills, with PCP in his system, became violently uncooperative. Police tasered him four or more times as he kicked, punched and bit officers. Within an hour Mills was dead. The city settled with the victim's mother for $125,000 in October 2012 against a claim of unreasonable force and improper training.
