Patrolman Donnie L. Breeden, a 15-year veteran of the force, surrendered to Pittsburgh police and was charged with one count each of involuntary manslaughter and an accident involving death or personal injury, police said. The victim, David Hall, was killed when he was run over by Breeden's other, as he was walking in the 1500 block of West Carson Street.
