In an extraordinary case, a federal judge ruled that a former Jefferson Parish Sheriff's Deputy Mark Herbert was responsible for the death of elderly Bloch, missing since 2007 and presumed dead. "Clear and convincing evidence" showed the deputy killed the incapacitated Bloch after a car wreck, stole his wallet and cell phone, and systematically drained his accounts.
