Less-than-lethal force

Reportedly it took four officers to get handcuffs on Lowman, who'd crashed his other into another parked car while impaired on cocaine. He fought with neighbors, police, and his own passenger before and after being Tased twice. Those officers said he was walking and talking when they last saw him: he died shortly afterward.
