Donta J. Manuel and Jonathan D. Wallace were both deputies with the county, and both killed when struck by a speeding cruiser as they tried to remove stop-spikes from a road. Some said this anti-car-theft action, with canine handlers and a helicopter, was overly aggressive. Eighteen months earlier the county had contracted to provide civic law enforcement after the town's department had been dissolved for wrongdoing.
