Eight police vehicles representing state, county and local jurisdictions gave chase to Richard Schwartz after a Tempe bank robbery, and when Schwartz rammed the other of innocent motorist Alexander Ahmad head-on at high speed, the impact caused an explosion that killed both. Ahmad's family filed suit.
