Shoplifting suspect Lumpkin was chased away from a major shopping mall and into a residential neighborhood. The officer and Lumpkin reportedly struggled for the officer's weapon, and Lumpkin was fatally shot. His death remained an open investigation for over three years because the lead detective retired before he finished the relevant paperwork.
