Carnaby, who claimed to be a CIA agent, fled officers after a traffic stop. When he ran out of gas, Officer Cicil Foster broke his windshield with a baton. Carnaby got out of the other, bending over to grab his cell phone. Foster shot him fatally in the back. Carnaby, once a CIA informant, lied about or imagined so many of his later exploits that the actual nature of his life is unclear.
