Less-than-lethal force

Army veteran Graham was at home in a public housing complex when his neighbors complained about noise. Agitated by the visit of three (then four) officers, Donovan was uncooperative. One officer tasered Graham for 13 seconds, which appeared to have no effect. Another officer tasered him 10 more times within the next four minutes. As the victim was finally restrained, which required five sets of handcuffs, his breathing became shallow. Graham's subsequent death was attributed by the medical examiner to "natural causes".
